Dentists, pharmacists, and nurses
who work in Collier County and make less than $170,400 per year can qualify for
up to $35,000 in down payment assistance, but others making less money with
different jobs can’t.
The Hometown Heroes Program is a
down payment assistance program that was created by the Florida Housing Finance
Corporation in 2022 but is now a part of the Live Local Act. The Live Local
Act, passed under Senate Bill 102 in 2023, aims to create attainable housing
across Florida. Part one of this series will describe the Hometown Heroes Program,
while future parts of the series will uncover the hidden costs of the program
as well as its shortcomings.
Here’s how the Hometown Heroes
Program works. The Florida Housing Finance Corporation says that the “program
provides down payment and closing cost assistance to first-time,
income-qualified homebuyers so they can purchase a primary residence in the
community in which they work and serve.” The assistance is provided as a 0%
interest, non-amortizing, 30-year deferred second mortgage (junior lien) of up
to $35,000. This means that program recipients pay no interest on the assistance
amount, make no monthly payments on the assistance, and will not have to pay
back the money until they sell the property or refinance their primary loan.
To qualify, applicants must meet
several key criteria:

Applicants must be full-time employees of a
Florida-based employer.

Applicants’ occupations must be included on the approved
list of eligible occupations.

Applicants must be first-time homebuyers.
·
Applicants’ income must be below the imposed
limit, which is 150% of the area median income.

This list includes a range of occupations, from teachers and firefighters to
nurses, dentists, physicians, and pharmacists.
Additionally, you can find the
full list of income limits by county here.
For reference, in Lee and Collier Counties, the income limits are $153,300 and
$170,400 respectively. So, a dentist or a physician in Collier County making
less than $170,400 per year can qualify for up to $35,000 in down payment
assistance. At the same time, a utility, administrative, or hospitality worker
earning far less may not qualify simply because their job isn’t on the approved
list.
While the Hometown Heroes Program
has helped many first-time homebuyers, it raises important questions about
fairness, efficiency, and whether it truly expands access to affordable
